Its hockey, why would Neil let up on a hit when its a 0-0 game in the battle of Ontario. And thats the way he plays.
Mitchele’s head was down because he was reaching for the puck and Neil made no attempt to let up on the hit.
And TSN and SportsNet called it a headshot but it’s deemed a “clean” hit under the rules. So it’s technically a hockey hit, but its these kinds of hits the NHL is looking at trying to minimize… but yes I agree the fault is also on Mitchell for putting himself in that position.
